Absolutely, can be normal. More so, if it doesn't occur immediately before eating, and doesn't occur at all after eating, then it is more behavioral and associated with the feeding "routine". Actually some dogs will do this when they don't like the food. The will even nose the food and try to flip it over or bury it.

Now, I am assuming she drinks water fine. Therefore, we can't really say there is any neck problem when reaching down to drink.

So, I am more inclined to think normal for her. Only if it were to get progressively worse and suggest pain, would I be more concerned.
